The Traveling Merchants on each island will be willing to trade Link for the item he has, but only if he gives them Rupees as well. I'm replaying Wind Waker, and trying to do the travelling merchant side-quest. Once i got the town flower from Zunari, i went to greatfish and traded for a sea flower. Now, no matter which island i go to with a merchant guy on it, they just swap. I show a town flower, they offer sea flower; i show them sea flower, they offer town flower.
